2001

ELIGIBILITY OF DRIVERS

1. Each participant must be a member in good standing of the Delvin Miller Amateur Drivers Association.
2. Each participating driver must qualify as an "amateur" driver.*
3. Each participating driver must be 18 years of age or older (at time of entry).
4. Each participating driver must be licensed as a "DRIVER" by either the USTA or the CTA and by the State Racing Commission where required.
5. The following USTA licenses and the Canadian or other country equivalents will be acceptable:

"M" Matinee; "F" Fair; "Q" Qualifying; "P" Provisional; "A" Full ; "D" Canadian Amateur

*An "amateur driver" is one who has never accepted any valuable consideration by way of or in lieu of compensation for services as a driver from a third party since December 31, 1990 (10 years).

NOTE: ONLY DRIVERS CAN BE NOMINATED. HORSES CANNOT BE NOMINATED TO THE SERIES.


ELIGIBILITY OF HORSES CONDITIONS

Participants in the Billings Classic Amateur Driving Championship must race horses that fit at least one of the following conditions:

Trotters:
A. Classified Division
(1) 15 years old and up with 6 or more starts* lifetime (without regard to earnings); or
(2) 3 years old and up in 2001 that had 6 or more starts* in 2000/2001, are non-winners of $6001 last 6 starts and have won not more than $2000 average per start in 2001 at time of declaration; or
(3) 3 years old and up in 2001 entered with a Claiming Price of $17,500 or less. In those legs of the Series where the host track cannot or will not permit horses to be entered with a Claiming Price for which they can be claimed by a third party, then a horse, 3 years old and up not meeting either Condition (1) or Condition (2) above, can be entered if, in its previous start prior to declaration in the Billings leg, it had raced as a claimer with a basic claiming price of $17,500 or less.

B. Open Division (Requires seve horses to fill)
(1) 3 years old and up with 6 or more starts* lifetime and not eligible under any of Conditions (1), (2) or (3) above.

· A "start" is a start in a race in which a prize or purse - money or otherwise - is awarded.

· Horses must meet the qualifying standards of the host track to be eligible to declare into a leg. IF a host track has not published its qualifying standards of IF a host track so permits, the qualification standards shall be: horses that have been qualified or had a satisfactory race line within 45 days prior to a start in the Billings and meet one of the following qualifying standards on a fast track:

2:08 on a half-mile track; 2:06 on a five-eighths mile track; 2:04 on a mile track;


CONDITIONS OF THE SERIES

A. The Billings Series is to be raced as two regional competitions - the Eastern Regional Competition and the Mid- West Regional Competition. The required entry fee for the Series will entitle each participant entry into either or both competitions. Points, as prescribed in Condition E below, will be awarded to DRIVERS for the regional competition in which the leg of the Series is located. Points earned in certain legs ("Wild Card" legs) will be awarded in both regional competitions.

B. Each participating driver must be licensed as a "DRIVER" as stipulated above and, unless otherwise approved for participation in the Series by the Racing Committee of the Delvin Miller Amateur Drivers Association, must have completed satisfactory drives in at least five races in which five or more horses competed and which have been charted by the USTA or Standardbred Canada prior to entry in a leg of the Series. .

C. The management of each racetrack sponsoring a leg of the Series and/or the Racing Committee of the Delvin Miller Amateur Drivers Association reserve the right to reject an entry.

D. Safety vests must be worn and sulkies must be certified where mandated.

E. Drivers can participate in only one division of each leg of the Series. Points will be awarded DRIVERS for participation in each division in accordance with the scoring system based on the following formula:

1st Place = (S + 5) 4th Place = (S - 3) 7th Place = (S - 6)
2nd Place = (S) 5th Place = (S - 4) 8th Place = (S - 7)
3rd Place = (S - 2) 6th Place = (S - 5) 9th Place = (S - 8) etc.

o Where S = Number of Points equal to the number of horses entered to start in the largest division of the leg. A driver named to drive a horse which has been entered and scratched will be awarded 2 points only if the driver appears at and is prepared to drive in the event from which the horse was scratched.


F. In the event a named driver does not show for the event in which he/she is named to drive, a substitute driver who meets the ELIGIBILITY OF DRIVERS conditions as contained herein will be assigned to drive in the named driver's place. The substitute driver will be awarded points in accordance with the foregoing described point system. However, if the substitute driver is named to drive in another division of the same leg of the Series, the substitute driver will receive no points in the race in which he/she substitutes for a named driver. All other participants will be awarded points in such race in accordance with where they finish in the race.

G. The driver who has accumulated the most points combined upon conclusion of the Eastern and Mid-West Regional Competitions of the Series will be the 2001 CKG Billings Series Champion. Points earned in Wild Card legs will be counted only once in determining the Billings Series Champion. The driver who has accumulated the most points in the Eastern Competition will be the Eastern Regional Champion and the driver who has accumulated the most points in the Mid-West Competition will be the Mid-West Regional Champion. In the event of a point tie, the driver who had the highest Billing Series Driving Rating ("BSDR") in the Series or in the Regional Competition, as the case may be, will be declared the Champion. A driver's BSDR will be determined by awarding 9 points for 1st place, 5 points for 2nd place, 3 points for 3rd place, 2 points for 4th place, 1 point for 5th place and 0 points for 6th place and above and dividing the sum of those points awarded by 9 times the driver's number of starts.

H. If less than six eligible starters declare into the Classified Division or less than seven horses declare into the Open Division, that division of the leg of the Series will be cancelled. Each racetrack will be asked to seed classified divisions, if practical, in accordance with earnings in last 6 starts. Horses that would be required to be coupled as entries will be assigned, if practical, into separate divisions. Race secretaries may handicap horses within divisions to promote fairness in competition. The decision to seed/handicap and the seeding/handicapping will be at the discretion of the race secretary at the host track.

I. If more entries declare into a division than can be accommodated by the racetrack conducting that leg of the Series, entries that do not carry a "preference" will be pulled out at random and drivers of those entries will be assigned a "preference" for entry in the next leg of the Series in which they declare.

J. Horses entered in and eligible for the Classified Division in any leg of the Series will not be assigned to the Open Division to correct an imbalance of entries. Horses entered that do not fit the Classified Division will be assigned to the Open Division.

K. The 5% driver's commission will be deducted at each track from the purse money winnings of horses in each division and contributed to the Harness Racing Museum & Hall Of Fame.

L. Entries close at each racetrack at the time prescribed by the racetrack at which the leg of the Series is being raced. Entrants should check with each racetrack at least five days in advance of each race date.

M.. Upon the conclusion of the Eastern and Mid-West Regional Competitions, the 10 highest point earners in a regional competition, counting only those points earned by each driver in his or her best 12 starts in that regional competition will have qualified to compete in that regional competition's Final. The regional competition Finals will be conducted simultaneously on October 27, 2001 at a 1 ¼ mile distance at Yonkers Raceway and at Northfield Park. In the event a participant, upon the conclusion of both regional competitions, qualifies for the Finals of both regional competitions, that participant must declare to the President of the DMADA by 5:00PM on Monday, October 22, 2001 which regional competition Final he or she chooses to compete in. In the event of a point tie for the 10th highest point earner able to compete in a regional competition Final, the 10th place will be determined by the highest BSDR earned in the best 12 starts in that regional competition. Horses that race in a regional competition Final must have made 2 or more starts in the Classified Division of either regional competitions AND either (1) earned less than $8,001 last 6 starts OR (2) raced as a claimer with a basic claiming price of not greater than $17,500 in the last start prior to the declaration in a Final. Horses that make 4 or more starts in the Open Division will not be eligible to a regional competition Final.

N. The drivers of the first five finishers in each regional competition Final will earn entry into the Delvin Miller Memorial Driving Championship Gold Cup to be raced at a 1 ¼ mile distance at Freehold Raceway on Saturday, November 10, 2001. In the event of a dead heat for 5th place in a regional competition Final, the driver with the most points earned in his or her best 12 starts in that regional competition will qualify for the Gold Cup. Horses that raced in the regional competition Finals are eligible to race in the Gold Cup. If a horse did not race in a regional competition Final, then to be eligible to race in the Gold Cup, it must have made 3 or more starts in the Classified Division of either of the regional competitions AND either (a) earned less than $8,001 last 6 starts OR (b) raced as a claimer with a basic claiming price of not greater than $17,500 in the last start prior to declaration in the Gold Cup. Horses that make 4 or more starts in the Open Division will not be eligible to the Gold Cup.

NOMINATION FEE: $300.00 U.S. Funds (if paid by April 30, 2001)
Nomination fee entitles participation in either or both competitions.
