Biography

Mark Loewe is vice chairperson of the USTA. He joined Penn National Gaming, Inc. in February 2008 as general manager of the Sanford Orlando Kennel Club in Longwood, Florida, and assumed racing leadership roles at other PNGI harness racing facilities including Raceway Park, Hollywood Gaming at Dayton Raceway, and The Meadows. Loewe was actively involved in the construction and development of the racing facilities at Dayton Raceway and served as vice president of Ohio racing operations for PNGI from 2014 to 2020. Loewe grew up in New York City and visited Yonkers and Roosevelt Raceway on a regular basis. Upon graduating from St. John’s University in 1978 with a degree in government and politics, he started his career in racing, working as a groom for Bill Popfinger. In his first year with the Popfinger Stable, Loewe was the groom for Little Brown Jug winner Happy Escort. He trained for Popfinger and the Jerry Silverman Stable before opening his own public stable, which he ran for ten years. After leaving the backstretch, Loewe worked at Pompano Park and was mentored by John Cashman. He has held various positions through the years including TV analyst, simulcast director, assistant race secretary, race secretary, director of racing and vice president of operations. As USTA vice chairperson Loewe has headed numerous committees, including the Rules Committee, and currently heads both the non-standing Electronic Media and Graded Stakes Committees. He is married to Janet Terhune, executive director of the Harness Racing Museum & Hall of Fame, and lives in Goshen, New York. He has a son and two stepchildren.
